I don't know about the first part of that question, but it seems the sources you want to use will be based on what best a membership thinks it needs to concentrate on in a contract.

You may look within your union in the surrounding chapters and see how they put together contract particulars of interest.

Use a web search engine like google to key-in on specific terms. Many governmental entities with unions will have their contracts online.
