Okay, so there's a contract between the union and the workplace (called either an MOA or an MOU).

Is there a contract between a union and the members it represents? Can that be in the Steering Committee bylaws? Or that a legal document with the union, itself?

I think you may be refering to the Constitution and Bylaws many organizations have. This is an article which is usually authored by and adjusted, through voting, by the membership of the local.
