My union is charging a $75.00 fee to disburse vacation fund check at your discretion as of 1/1/2007. This fee is highly inflated to discoruage members from withdrawing funds before 11/16/2007. The normal fee rate for this type of fee is around $25.00. The problem is it is not ethical to the members.
